Consulting support to the Albanian Ministry of interior (MOI)/ Albanian State Police (ASP) on community Policing, 2012-2015
The strategy of development cooperation between Sweden and Albania highlights greater access of civil society to a legally secure and efficient police system that is under civilian control and monitoring, as one of the objectives to improve governance. Therefore the Community Policing programme, which was designed by a working group led by ISSAT (International Security Sector Advisory Team) through a highly participatory process and methodology, comes as an answer to the Albanian needs in the above area.
The programme acknowledges and builds upon results achieved from previous/on-going assistance programmes like EU's PAMECA III, and contribute to progress in the priority areas selected by ASP for the implementation of their 7 year Strategy 2007-2013 and its Plan of Action.
The programme goal is:
(i) to improve the ability of the ASP to provide security and safety in a manner consistent with the principle of service-delivery; and
(ii) to increase trust in and willingness from individuals and communities to cooperate and actively work with the ASP to reduce crimes.
The programme will provide assistance in three areas:
(1) Performance Management;
(2) Partnerships/focus on youth and police partnership; and
(3) Domestic Violence.
The programme aims not only at improving in the technical abilities of ASP and other beneficiaries, but also at achieving a change in the mentality of the police, mainstreaming the philosophy that lies behind community policing in all functional democracies.
