VINNOVA

Pre-Commercial Procurement (PCP) is a competition-like procurement method which enables public sector bodies to engage with innovative businesses and other interested organizations in development projects, to arrive at innovative solutions that address specific public sector challenges and needs.
Background to the challenge
VINNOVA has been commissioned by the Swedish government to model and execute a pilot for the application of design based competence in the development of public services. Through an internal process VINNOVA has identified a concrete need at the agency level, and it is meeting this need that is the base of this challenge where VINNOVA wants to generate solutions and/or conditions for solutions addressing this need. As the Sweden's innovation agency VINNOVA believes that ‘living like we learn’ and also leading by example are important factors for long term success. VINNOVA will continue being an innovative organization, and it's of great interest to VINNOVA to assimilate knowledge of the processes and tools utilized by our customers.
The challenge
The following is the need that is to be met. VINNOVA does not know how what the solution will be and wants, with this PCP, stimulate innovative and unexpected solutions, that can make VINNOVA better at performing its mission.
How we work today
As the Swedish innovation agency, VINNOVA manages government funded grant programmes with the aim of strengthening Sweden's innovative and entrepreneurial climate. VINNOVA's broad range of specialty programmes cover a spectrum of areas, from the public AND private sector to the civil society. Some of VINNOVA's programmes involve funding of research, to strengthen the renewal and new development of the industrial- and public sectors, as well as to propel the growth of the research and educational sectors in Sweden. VINNOVA also sponsors select growth businesses' or public sector actors' internal development projects. Some of the programmes require various actors to jointly manage large and long-term projects, whereas others are smaller, individual, or small to medium sized business based initiatives.
Grant applications are evaluated by VINNOVA staff as well as external experts from various sections of the private- and public sectors.
The overarching goal of VINNOVA's programmes is to target actors in the Swedish society, and better enable them to contribute to Sweden's innovative climate, to stimulate change and economic development. Such actors are knowledge-intense businesses, universities, colleges, research institutes, municipalities, county councils, regions, agencies and other actors within the public sector.
Questions to consider for inspiration
You are not expected to solve these specific questions, they are for inspiration and clarifying the need only:
— How does VINNOVA best identify the right/most suitable/most promising applications among those submitted for funding?
— How can VINNOVA pro-actively search for the most innovative projects to finance?
— How can VINNOVA identify and target particular societal/governmental needs?
— How can VINNOVA help match these societal/governmental needs with projects/ideas/solutions?
— How should VINNOVA handle applicants that do not fit the 'mold' but are still interesting?
— How could VINNOVA work together with representatives of the venture capital industry to actively evaluate and fund projects?
Possible delimitations
Contractors are welcome to delimit the need and/or concentrate on a sub-segment of the VINNOVA customer base, in case the supplier feels that the intended solution better can meet the challenge with this/these delimitations.
Illustrative, but not exhaustive, examples of possible delimitations
— Part of deal-flow: before and/or during and/or after selection of projects to fund
— Customer focus: public or private sector
— Development phase: start-up, growth, mature
— Sector: e-health, health care, service, ICT, green/sustainable, working life, manufacturing, international cooperation, transportation, etc.
Possible ‘solutions’
These are just examples of possible solutions to showcase the scope of the challenge, we do not know what the solution will be but would like to illustrate that the solutions can be of many types:
— A marketing/PR effort
— An algorithm for selection/evaluation of applications or projects
— A way to identify needs that should be met
— A way to match needs with someone that can meet it
— Something completely different.
