The design qualities being essential to the success of this project, tender offers should include a draft of the design of the components in question. No contract will be signed before a draft of the design for the platform, the studio, or the application has been submitted.

Design, development and construction of an online platform for live interactive broadcasts in three different formats: passive single screen livestream, VR, and a viewer-controlled multi-screen format which displays at least 7 synchronized livestreams from the same event and allows the viewer to choose which stream to view full screen, or two streams side by side, or picture within a picture. Design, development, and construction of the studio for uploading the streams in these multiple formats to the platform. Ideally, the studio will also incorporate PTZ remote controls of the various cameras. Design, development, and construction of an accompanying application which will allow for platform content on smartphones and pads.

The contract is subject to renewal in the event that the developer wishes to provide continuing technical support and management of the platform and related components after they have been designed and made available.

It is possible to submit a tender offer for the platform alone, for the studio alone, and for the application alone. However, combining all three in the same bid will be advantageous as it can assure maximum compatibility of the three components of the broadcast system.

The development activities for the platform and the studio would ordinarily require an in house team of technicians with five to ten years of experience with online digital video transmission, as well as familiarty with VR technology. The development activity required for the accompanying application would ordinarily require at least 7 years of experience with application technology, as well as familiarity with the transmission of video and VR video on smartphones.
