Motivation for cancelling: After reviewing the tenders as stated in chapter 10 (Subsections a and b) in the Tender document, Operan came to the conclusion that all the tenders contained some non-conformities. Therefore all the tenders were rejected. The tenderers received their individual feedback on 8.6.2018. All the tenderers accepted the decision. Due to the fact that Operan did not receive any qualified tenders and the provisions pursuant to Chapter 6, Sections 12-13 of the Swedish Public Procurement Act (2016:1145) (“PPA”) were considered to be fulfilled, Operan decided to convert the procurement procedure to negotiated procedure without prior publication.
