Beskrivning av upphandlingen
On September 21 2017 the Swedish National Agency for Education was commissioned
(U2017/03739/GV) to develop and provide digitalised national tests and material to support assessment for the compulsory school and for the upper secondary school level. The commission to providedigitalized national tests also includes a trial operation which will be conducted in 2018-2021. The goal is that ALL tests will be digitalised by 2022. On each test occasion, it is estimated that up to 150 000 pupils will carry out the national test at the same time.
The main reasons for digitalising the national tests and national assessment material are to increase
the equality and fairness in the assessment of national tests and to reduce the teachers’ administrative
work with the tests. Among other things, this will be achieved by parts of the tests being automatically
scored and assessed externally, and the result management will also be facilitated. The Swedish
National Agency for Education will also, as much as it is possible, strive to ensure the availability and
usability of the tests for all students.
Digitalising the national test system is an extensive and complex task. It is currently not clear which
routes will be taken and which solutions will be selected. At the same time, consideration will be given
to the fact that school managements used different digital systems and different platforms.
Implementation will therefore begin with a trial operation in order to ensure functionality and user
friendliness. The government intends in an ordinance to indicate more detailed conditions for the trial
operation.
