Information about LFV:

LFV is a state enterprise with about 1,200 employees that provide air navigation services to civil and military customers. LFVs task is to provide safe, effective and environmentally-friendly civil and military air navigation services as well as other services and consulting services connected with air navigation services in Sweden and abroad.

LFV is a certified provider of air traffic services, meteorological services, aeronautical information services and communication, navigation and surveillance services to civil and military traffic (Air Navigation Services). LFV is a fully integrated civil/military ANSP and the integration has been in place since 1978. LFV also provides Air Navigation Services related consultancy services.

Whereas the main office is located in Norrköping, LFV provides services all over Sweden and in the United Arab Emirates (UAE) through LFV Aviation Consulting AB, in the following premises:

- 26 towers in Sweden and 5 towers in the UAE; and

- 2 Control Centres, ATCC Stockholm and ATCC Malmö (which are operated by NUAC HB, a company registered in Sweden which is owned jointly (50/50) by LFV and Naviair).

Information about Naviair:

Naviair is a state owned company and employs some 650 persons at 8 sites in Denmark, Greenland, and the Faroe Islands. The central administration of Naviair is located in Kastrup, Denmark.

Naviair is responsible for the provision of air navigation services in Denmark. Included in the air navigation services, are area control service in Copenhagen FIR as well as approach and tower control service at the Copenhagen Airports of Kastrup and Roskilde, and at the airports of Billund, Aalborg, Aarhus and Bornholm. Flight information service (FIS) is provided in Copenhagen FIR to VFR flights and helicopter flights in the airspace of the North Sea, within Kangerlussuaq FIR (Greenland) up to FL 195 and within Vagar TIZ (Faroe Islands). CNS/ATM systems - comprising advanced data links, radar stations, navigational aids (radio beacons, etc.), data and voice communication systems are owned and maintained by Naviair. Moreover, Naviair offers technical service and maintenance to third party customers.

Economic operators who wish to participate in the procurement must complete the Pre-Qualification Questionnaire (PQQ) which can be downloaded from the Visma TendSign website after registering a user account. The PQQ shall be submitted electronically by means of the Visma TendSign website.

LFV and Naviair are entitled to limit the number of prequalified Candidates to maximum 5 prequalified Candidates, who will receive the tender guidelines and requirement specifications for the joint procurement. We will select the Candidates who are deemed to provide the best basis for competition. The selection of Candidates will be based on an evaluation of the documentation submitted in the Pre-Qualification Questionnaire in respect of economic and financial ability and technical capacity. The Candidates having the most robust economy and also the majority and most relevant references in relation to the equipment required are preferred.

Note that the full technical/requirement specification will not be released during this prequalification phase, as the purpose of this phase is to qualify suitable tenderers, not to receive proposals or quotations.
