The Swedish Board of Agriculture hereby invites the delivery of offers for, laboratory services. The procurement relates to diagnostic services on plant material, soil etc. in order to detect the presence and identification of EC-regulated organisms other than Bursaphelenchus xilophilus, Clavibacter michiganensis spp. sepedonicus, Ralstonia solanacearum and Globodera spp.

Information on the contract awarding authority
The Swedish Board of Agriculture is the Governments expert authority in the area of agricultural policy. Our mission is to, within agriculture and rural development, work for sustainable development, good animal welfare, dynamic and competitive trade and industry across the country and the production of foodstuffs that benefits the consumers. We administer EU financial support for agriculture, rural areas and the fisheries sector.
The Board of Agriculture is responsible for payment of EU subsidies to farmers from the European Agricultural Guarantee Fund and the European Agricultural Fund for Rural Development, while the county administrative boards are responsible for processing the majority of these EU subsidies.
The Board of Agriculture has approximately 1 200 employees, of whom approximately 650 work at the head office in Jönköping, about 150 employees are regionally located in southern and central Sweden and about 400 people work at district veterinary clinics around the country. Procurement procedure
Procurement is conducted as an open procedure in accordance with the Swedish Public Procurement Act (LOU) (SFS 2007:1091).
Term of contract
The term of contract is 3 years with the possibility of a1 year extension by the Board of Agriculture. The Board of Agriculture shall, no later than 3 months before the contracts expiration, inform the supplier if the extension option is to be exercised.
The estimated start date of the contract is 1.6.2014
Joint contracting parties
The procuring authority will accept one supplier.
Publicity and confidentiality
The Board of Agricultures operations are subject to the principle of public access to official documents. This principle implies, inter alia, that documents received by the Board of Agriculture are considered public documents. In order for information in a public document to be classified as confidential, there must be support from the Public Access to Information and Secrecy Act (2009:400).
Language
The tender, including annexes, must be written in Swedish or English.

Deadline for tender submission
Tenders shall be received by the Board of Agriculture no later than 27.10.2013.
Tender validity
If the procurement becomes subject to judicial review, the tender validity period will be extended until the agreement can be signed, but no longer than 4 months after the specified validity period. Tenders will be valid until 26.1.2014.
Communication during the tendering and evaluation period
All information, clarifications and supplements to the tender request documentation, as well as questions and answers etc., shall only be submitted via tendsign.com in order to ensure that all tenderers receive the same information.
The closing date for submission of questions is 5 days before the expiration of the tendering period.
All questions and answers are attached to the tender request documentation regularly during the tendering period and published on tendsign.com. The tenderer shall personally check if any additional information has been added in the procurement.
N.B.! If prospective tenderers consider any point to be unclear in the tender request documentation, they should immediately submit an inquiry so that the confusion can be addressed.
During the evaluation period, the Board of Agriculture may pose questions to the tenderer via tendsign.com. Questions are also answered there.
Tender analysis
Analysis of tenders is performed in four (4) steps.
Step 1. Exclusion
Aims to clarify whether the tenderer fulfils the requirements in Chapter 10 of the Swedish Public Procurement Act (LOU). Only tenderers who fulfil the set requirements proceed to the next step.
Step 2. Qualification
Aims to clarify whether the qualification requirements in Chapter 11 of the LOU are fulfilled. This relates to supplier requirements. Only suppliers who fulfil the requirements proceed to the next step.
Step 3. Fulfilled must-requirements
Aims to verify that the requirements relating to the product/service in the requirements specification are fulfilled.
Step 4. Evaluation
Aims to, by way of the selected evaluation method, determine which of the tenders approved in the first three steps will eventually become the winning tender.
Evaluation process
The Swedish Board of Agriculture will adopt the supplier who has submitted the lowest total price according to Section 3.1.13.
General skills requirements
The services that we requirewill be used as a basis for the decision on certification of seed/plant propagation material and as a basis for the Swedish Board of Agriculture to be able to take decisions on various protective measures against the introduction into the Community of organisms harmful to plants or plant products and against their spread within the Community. This puts high demands on the tenderer in terms of his knowledge of various harmful organisms, sampling methods, test methods and quality assurance.
The tenderer must be accredited to ISO/IEC 17025:2005 or equivalent. The tenderer must enclose a valid accreditation certificate or equivalent documentation.
Quality assurance
The tenderer must ensure the reliable handling of samples at all stages. This includes any measures necessary to protect the samples integrity. A system for identifying samples should be in place. The system must ensure that samples cannot be confused either when handling or in protocols, records or other documents, including the response to the client.
The tenderer must be certified according to ISO 9001 or equivalent. The tenderer must enclose a valid certificate or equivalent documentation of the quality assurance system.
Reliability of test results
The services demanded place high demands on the reliability of test results.
The laboratory shall bear the responsibility for the quality of the analyses performed and have knowledge about any relevant legislation within the area of diagnostic service. The laboratory shall employ methods and work routines that ensure reliable results and shall thus ensure that the following requirements are satisfied. The laboratory shall preferably use analytical methods and diagnostic protocols that are published as international or regional standards (e.g., EPPO standards).
The procedures in these standards may be supplemented or replaced by scientifically validated molecular diagnostic techniques that are proven to be at least as sensitive and reliable as the methods adopted in the EPPO standard.
If such standards are not available, published national standards shall be used. The laboratory shall ensure that the latest valid version of the method is used unless its use is inappropriate or impossible. If published standards are unavailable, methods developed at the laboratory or adapted methods may be used instead and such methods shall produce repeatable and reliable results.
Access to scientific expertise
The services that we request require access to scientific expertise in diagnostics and plant pathology and experience in diagnostic activities within the various harmful organism groups (e.g. bacteriology, virology, mycology and entomology) that are covered by the procurement.
The tenderer must have an established partnership/agreement with research facilities within the said harmful organism groups in order to ensure access to scientific expertise.
Sample handling and sampling methodology
The supplier must contribute with know-how at no cost including performance analysis and quality analysis, offer advice on sampling, sample storage, sampling methodology, the selection of analytical methods and parameters, and the evaluation of analytical results.
After completion of the procurement, the Swedish Board of Agriculture contacts the supplier to obtain information about the above for some harmful organisms that normally occur and are included in the tender.
Sample submission and transport
The Swedish Board of Agriculture arranges transportation of samples to the site indicated by the supplier. Sample reception is to take place during normal working hours on weekdays. Responsibility for the samples then transfers to the supplier.
After the supplier has received the sample, a confirmation is to be sent by e-mail to the Swedish Board of Agriculture as soon as possible.
Sampling
Sampling for most harmful organisms is event driven which means that it is not possible to specify time periods for estimated deliveries or the expected number of samples for a particular harmful organism.
But where possible the main period and the expected number of samples for analyses of the harmful organisms is stated under the heading Estimated number of samples in the price list.
Reporting
After each analysis, the supplier must establish, by e-mail, an analytical record of the work performed unless the parties agree otherwise. The analysis protocol must, at the request of the Swedish Board of Agriculture, be sent by post as an original copy.

Advice and support
The supplier must be able to provide information and advice free of charge by telephone or alternatively by e-mail regarding sampling and analytical issues. This service sometimes requires that responses are given quickly and that these are available on weekdays normal working hours.
Monitoring
The tenderer is to compile statistics of the analyses annually at no cost.
Study visits
The supplier must give the Swedish Board of Agriculture the opportunity to visit the laboratory during the contract period to discuss on-site the methods used and the quality of the analyses.
Price
The tenderer must specify the method/methods, response time/response times and price/prices for all requested analyses of harmful organisms in the price list.
Annual volumes are indicated in certain cases. The annual volumes are approximate and the tenderer agrees to deliver the real need of services, whether it exceeds or falls below the volumes specified in the price list. The number of samples per year specified as Mainly from nuclear stock is calculated on an expected number of tests over the next four years. This means that the actual number of tests may differ from year to year.
Prices must be quoted in Euro.
No price range may be given without a price being stated for each given method for the specified service.
Tenderers must give the method/methods for the specified service in column E in the price list.
Tenderers must give the response time for each given method for the specified service in column F of the price list.
Tenderers must give prices for each given method for the specified service in column G in the price list.
Tenderers may submit additional information about the specified service in column H in the price list.
The calculation of the total price is made by multiplying the number of calculated samples by the lowest price listed for a given method for a specified service. For those harmful organisms where the estimated number of samples per year is listed as occasional on demand the price is multiplied by 1. These rates are then totalled.
