AB Fortum Värme samägt med Stockholm Stad

Fortum Värme owns and run a number of large and small district heating and distribution plants in Stockholm, Sweden.
Fortum Värme has a very ambitious plan to upgrade many of its automation systems in the coming years. The scope of this plan being around 40 projects amounting roughly MSEK 180 in contract value. The majority of this contracts relates to automation system for production plants such as heat water boilers, combined heat and power plants (CHP) and, power plants.
In order to succeed with this plan Fortum aims to sign a number of framework agreements.
The automation contracts comprise turn-key delivery including programming, configuration, testing, commissioning and documentation according to the Buyers function description. Many of this automation contract are going to comprise the supply of a automation system, security system, cabinets, montage and installation. In some cases even exchange of parts or the hole instrumentation, some electrical equipment and new cabling may be included in the scope of the works.
The automation contracts are divided into 2 categories, large and small projects. Large projects comprise all contracts with an estimated value over 10 MSEK whereas small projects comprise contracts with an estimated value up to 10 MSEK.
Fortum Generation AB owns and run about 120 Hydro Power Plants in Sweden. The automation scope is roughly estimated to cover 10-15 MSEK annually

Behörighet att utöva yrkesverksamheten:
1: The supplier shall fulfill the requirements according to the act of public procurement, SFS 2007:1092 chapter 10§ 1 and the following requirements in chapter 10 §3:
A, is not bankrupt or being wound up, his affairs are not being administered by the court, he has not entered into an arrangement with his creditors, he has not suspended payments, or he is not subject to an injunction against carrying on business,
B, is not the subject of proceedings for a declaration of bankruptcy, for an order for compulsory winding up or administration by court or for an arrangement with creditors or similar proceedings,
C, has not been convicted of an offence concerning his professional conduct
D, has not been guilty of grave professional misconduct,
E, has fulfilled obligations relating to the payment of social insurance fees or taxes in the country in which he is established or the country in which the procurement takes place, and
F, has not in some essential way deliberately not given requested information or deliberately given the wrong information that is requested according to this law.
2:Documented adequate experience of delivering this type of works described in this contract notice.
3. Adequate financial and economic strength in relation to the scope of the contract, also see III.2.2 below. Fortum reserves the right to make a credit control of the tenderer.
4. Technical English and ability to communicate in Swedish within assignments.
Ekonomisk och finansiell ställning:
The following information shall be attached to the application to participate:
1.Company registration certificate or similar
2.Annual financial report for the last 2 years.
3.As regards tenderers with their registered seat abroad, certificate from tax authorities showing that all tax obligations and social security obligations are fulfilled.
4. Fill in Fortums Supplier Questionnaire.
Minimum number of employees should be 10 and Minimum turnover should be over 12 MSEK for small projects (Lot n. 2) alt for large projects (Lot no. 1) over 40 MSEK.
Teknisk och yrkesmässig förmåga:
The technical capacity should be proven and valid references not older than 5 years should be included. State reference contact names and telephone numbers. Reference projects from other process industry are also accepted.
