Consulting services regarding the SSM's review of a fuel design safety assessment for a Swedish PWR

The reason for this publication is to get a publication through the European database TED.
This procurement regards consulting services for the Swedish Radiation Safety Authority's (SSM) review of the safety assessment of a nuclear fuel, TVS-K. It is designed and manufactured by TVEL, a company owned by the Russian state. TVS-K represents the first fuel TVEL has made for a western type of PWR and it is intended for the Swedish reactor, Ringhals 3. The safety evaluations performed and documented, regarding TVS-K for Ringhals 3 by TVEL, is to be reviewed. The formal notification regarding TVS-K is expected to arrive at the authority in October 2013, at which time the authority will need consulting services regarding the review of the design, mechanical properties and performance of the fuel, as well as regarding the thermal hydraulic and transient analyses codes and results. The consulting work is to be delivered before the mid of March 2014. The tenderer and involved consultants must be willing to sign a non-disclosure agreement regarding the information obtained, in this procurement, from SSM.
The spent nuclear fuel in the core of a nuclear reactor is exchanged for fresh fuel periodically. New fuel designs are evaluated to ensure compatibility with the existing and new fuel types and the reactor internal parts. The design and mechanical properties of the nuclear fuel has to fulfil rigorous quality and control demands. The fuel must be compatible with the intended reactor's design and its water chemistry. The fuel also has to be analysed for all operating conditions and different events and accident scenarios. The used analysis codes have to be validated.
Any fuel must be demonstrated to maintain or increase the safety of the reactor.
The review topics for the safety assessment of the current nuclear fuel are listed below:
1. Design and mechanical properties
2. Fuel rod and bundle performance
3. Thermal hydraulics and transient analysis codes and results
Tenderers may include one or more review topics from the list above.
For some review topics which may include other tasks than technical and scientific review of TVEL material (e.g. literature studies, quality checks), the tenderer may include one or two consultants for technical assistance. This is the only way a differentiated man hour cost can be specified. In this procurement, a proportion of work by this category is anticipated and a different price may be given here (i.e. for the review topics that include the option of using consultants for technical assistance). If the tenderer chose not to use this option, the same man hour cost must also be used for this part of the work.
