On behalf of the Purchaser FGUP Concern "Rosenergoatom", the Swedish Radiation Safety Authority (SSM) has the pleasure to invite your company to submit a tender in accordance with attached documents for the following contract: "Kola Nuclear Power Plant (KNPP) – Upgrading of Eddy Current Measurement for Steam Generator Tubes”. The technical requirements are described in the Technical Specification (Appendix 2). KNPP is situated not far from the city Polyarnie Zori, Murmansk Region, Russia. The plant comprises four VVER reactors and KNPP is a branch of the Rosenergoatom Concern. KNPP has the status of an operating organisation with the appropriate rights and obligations. Regulating functions and supervision of KNPP safety are exercised by the Russian state authority FAAE. The Secretariat for International Co-operation and Development is a special purpose entity within SSM, which has been given the mandate to manage the co-operation with and to provide support to countries in Central- and Eastern Europe in the area of nuclear safety. For this purpose, the Swedish Government provides financing, since 1992, to cover the costs of the implementation of programmes for the improvement of nuclear safety in the region. The programmes cover institution-building, transfer of knowledge and technical improvements of the plants, having the aim to contribute to increased safety, control and protection at the nuclear plants. Based upon an appropriation request prepared by SSM, the Ministry of Environment allocates by a special decision to SSM the funds for SSM´s annual operations. This project will probably be split financed between SSM, the Norwegian Ministry of Foreign Affairs through the Institute for Energy Technology and KNPP. Note! 1) Tenderers shall provide a brief description of the company, its operations as well as its history.
2) Tenderers shall submit a signed truth afirmation, showing that the tender is truthful (see appendix 3).
3) Tenders shall be submitted in English in writing. Attached documents shall be in Swedish or English.
4) Tenderers will be excluded if the Swedish Radiation Safety Authority become aware of the presence of a circumstance as described in Chapter 10, Article 1 of the Public Procurement Act (2007:1091; ‘LOU’). The tenderer must confirm in writing that none of the conditions stated in Chapter 10, Article 1 have arisen (see the Swedish Public Procurement Act).
4) Tenderers will be excluded if the Swedish Radiation Safety Authority become aware of the presence of a circumstance as described in Chapter 10, Article 1 of the Public Procurement Act (2007:1091; ‘LOU’). The tenderer must confirm in writing that none of the conditions stated in Chapter 10, Article 1 have arisen (see the Swedish Public Procurement Act).
5) Should any of the circumstances as described in Chapter 10, Article 2 of LOU be present, a tenderer may be excluded from the procurement process. This also applies to any sub-contractors. In order to monitor compliance, the Swedish Radiation Safety Authority reserves the right to, through the Swedish Tax Agency or UC AB, verify that tenderers have performed their obligations in terms of taxes and social security contributions. This is why tenderers and any sub-contractors are to provide their corporate identity number. If the Authority in the tenderer's home country does not release information about obligations concerning taxes and social security contributions, and the reason for this is stated in the tender, a certificate can instead be signed by the managing director, chairperson of the board or the auditor of the company.
5) Should any of the circumstances as described in Chapter 10, Article 2 of LOU be present, a tenderer may be excluded from the procurement process. This also applies to any sub-contractors.
