The Invitation is intended and open for tenderers in the procurement of a supplier for the maintenance service of The Transaction Reporting System II (TRS II) system.
The background for developing The TRS II system in the Northern Transaction Reporting System (NTRS) co-operation is the EU-regulation 600/2014 on markets in financial instruments (MiFIR) stating that all investment firms shall report all transactions in financial instruments admitted to trading on a trading venue.
The purpose of transaction reporting (Article 26 MiFIR) is to enable national competent authorities to detect and investigate potential cases of market abuse and, monitor the fair and orderly functioning of the markets, as well as the activities of investment firms.
EU countries are obliged to transmit transaction reports for which another EU/ETA competent authority is the most relevant competent authority in terms of liquidity. The countries are responsible for developing systems for
(a) investment firms in their country to report to them; and
(b) route transactions regarding other countries to the respective country.
Finansinspektionen (Sweden), Finanstilsynet (Denmark), Finanstilsynet (Norway), Finanssiivalvonta (Finland) and Autoriteit Financiële Markten (Netherlands) conducted a joint procurement on software development in 2016 and have basically implemented identical software in all countries (some local adjustment may occur). Each country is running its own system on separate instances.
