The Swedish Radiation Safety Authority (SSM) invites you to submit a tender for a Framework Agreement for Consultant Services for the period 2014-2018 in accordance with the enclosed procurement documents. Objective of the procurement
The objective of this procurement is that the Swedish Radiation Safety Authority (SSM) shall be able to acquire consultant services for regulatory reviews and analyses related to geological facilities for final disposal for low- and intermediate-level radioactive waste (LILW). The temporary storage of LILW in underground facilities that may subsequently be used for the final disposal of other wasted is also a topic for which consultant services are of interest. Moreover, services may be needed concerning issues related to shallow land disposal facilities for low level radioactive waste. The services may, for instance, be needed when the work load at SSM is high or when the authority requires specialist competence in a specific area.
One major task that SSM will work with over the coming years is the review of a license application for the extension of the final repository for LILW at Forsmark (SFR). For this review consulting services in a number of competence areas will be needed.
Tender Areas
The consulting services concern several different competence areas and have therefore been broken down into the following tender areas (see sections 3.1 – 3.12 below):
1. Hydrogeological analysis
2. Chemistry of the repository nearfield
3. Independent modelling of radionuclide transport
4. Biosphere dose assessment 13/4 Landscape model
5. Biosphere dose assessment 2 3/4 Biosphere models for specific radionuclides
6. Integrity of reinforced and non-reinforced concrete structures
7. Rock engineering and engineering geology
8. Safety analysis methodology and quality assurance
9. Inventory of radioactive substances in the waste
10. Inventory of chemical substances in the waste and waste packaging
11. Bentonite properties in LILW geological disposal facilities
12. Design and long-term performance of shallow burials
