The procurement include risks insured by S:t Erik Försäkring as from the renewal on 1.1.2013. The risks concerned are the property and business interruption risks related to the City of Stockholm. This procurement includes two layers which will be reviewed separately. It is possible for the tenderer to submit tenders for both layers or submit a tender for one of the layers.
All entities owned by the City are insured by S:t Erik Försäkring, however SISAB, the company that owns theschool and day-care centre buildings, is not included in this reinsurance programme.
Your quotation must be based on the TSI in the tender documents. Further information can be found in the template for excess of loss reinsurance agreement in which the conditions for the reinsurance services for 2013-2014 are stated.

After the initial contract period the duration of the agreement can be extended by twelve (12) months on three occasions provided that both parties agree on such extension.

The tenderer is to confirm that the circumstances in chapter 10, articles 1 and 2 in the Act (2007:1091) on Public Procurement regarding grounds for disqualification are not at hand regarding the tenderer.
The reinsurer shall fulfil requirements set in Sweden or in its home country with regard to registration, taxation and social security contribution obligations.
The reinsurer shall be registered as a reinsurance- or insurance company or otherwise hold such registration which is required to supply services that are subject to this procurement.
The reinsurer shall have the required permissions and be authorised to supply reinsurance services to customers in Sweden throughout the duration of the agreement.
The reinsurer may not have incurred debts for social insurance contributions or taxes in Sweden or in its own country that have lead to a debt being registered with the Swedish Enforcement Authority or the corresponding authority in its home country. This requirement is not applicable to such debts that pertain to negligible amountsor similar circumstances.

The reinsurer shall have a financial capacity that is sufficient for carrying out the services following this procurement.

The reinsurer must have at least a rating of A according toStandard & Poors or a corresponding level of rating according to other established credit rating agency or have a corresponding economic capacity regarding capital base and solvency margin.
