The suppliers qualification shall be issued on paper and signed by authorized persons of the supplier and issued in one original and 2 identical copies. The suppliers qualification shall also be issued on a CD or an USB memory in pdf-format. The suppliers qualification must not be delivered on fax or e-mail and such faxed or mail qualifications will be excluded from the qualification procedure for security reasons. All information regarding the qualification phase is shown in this advertisement. The enclosure 'Preview of most important technical requirements' is attached for information only and shall not be answered by the Supplier in the qualification phase. The suppliers qualification shall be delivered to the address of TiB given in this advertisement. The qualification shall be delivered in a closed neutral package and on the envelope the address of TiB and the following text must be written: 'Qualification - new trains for Tag i Berslagen (TIB), DNR: 12-09'. After the qualification phase the final procurement document will be distributed to the elected Suppliers simultaneously and preliminary date for this distribution is November -December 2012. Juridisk, ekonomisk, finansiell och teknisk information
Villkor för deltagande
Behörighet att utöva yrkesverksamheten:

1) The supplier shall certify by issuing a certification (certificate 1) signed by authorized persons of the supplier, stating that the supplier or its representatives are not convicted of crimes, including not participation in criminal organization, bribing/corruption, deception/fraud or money wash as described in Chapter 10, paragraph 1§, in the Swedish Public Procurement ACT ' SFS (2007:1092). Certificate 1 shall be enclosed to the suppliers qualification documents;

2) The Supplier shall certify by issuing a certification (certificate 2) signed by authorized persons confirming that there are no reasons for TiB to disqualify the Supplier from participation in this public procurement. The suppliers certificate shall be based upon the texts and wordings in Chapter 10, paragraph 3§, in the Swedish Public Procurement ACT SFS (2007:1092). Certificate 2 shall be enclosed to the suppliers qualification documents;

3) The official registration documentation of the supplier from Bolagsverket in Sweden or similar for foreign suppliers shall be enclosed to the suppliers qualification documents. The registration documentation shall not be older than two month calculated from final date of requests to participate.

Ekonomisk och finansiell ställning:

4) The 2 latest finalized annual reports of the supplier shall be attached to the to the suppliers qualification documents. The supplier shall have a turn over and financial status so TiB can judge that the supplier have the economic capacity to perform a future delivery. A future contract will contain a performance guarantees secured/issued by an appropriate bank guarantee. The supplier is free to present in its qualification its interest and experience of operational lease of trains;

5) The supplier shall in the qualification documentation present its current risk classification. TiB requires the risk classification of the supplier to be class 3 or higher in accordance to Upplysningscentralen AB (UC) or similar credit information body. The risk classification of the supplier shall not be older than 2 month calculated from final date of requests to participate.

Teknisk och yrkesmässig förmåga:

6) The suppliers qualification documents shall contain a company presentation showing ownership, organization, key personal and contact persons;

7) In the suppliers company presentation the supplier shall present its technical capacity and recourses for deliveries of train products as shown in this advertisement with enclosure.

References from train deliveries the last 5 years shall be presented and stating scope and type of trains as well as the clients and the clients contact persons for these references. The supplier shall also describe its interest and technical capacity to maintain trains.

Additionally the supplier can present references from performed train maintenance services the last 5 years stating scope and type of maintenance as well as the clients and the clients contact persons for these references;

8) The supplier shall present its quality- and environmental policy and its quality- and environmental flow and steering procedures.
