(1) The Contracting Authority intends to invite a maximum of five applicants to the tender; (2) An application for pre-qualification is asked to be sent in electronic version; alternatively in hard copy together with one electronic copy; (3) In order to qualify himself, the applicant must demonstrate acceptable technical capabilities with respect to Section III.2.3; (4) If more than 5 applications will be received meeting the minimum requirements, the selection of pre-qualified companies will be based on: (I) Reference projects, cf. Section III.2.3; (II) Overall technical capabilities demonstrated, cf. Section III.2.3. and (III) The turnover. (5) The award of the contract is subject to approval by the board of the Contracting Authority; (6) The Contracting Authority points out that the project language is English, and the Contract will be written in English; however, some documents may need to be in Swedish.

Behörighet att utöva yrkesverksamheten:

Applicants shall be legal registered companies and must provide evidence of registration in a trade or professional register in the applicant's country of origin. In addition to this, the applicants must describe their company organization, including company structure and ownership. Applicants must provide a declaration from a competent authority confirming that they have/are not.

a) Bankrupt or being wound up, or are in any analogous situation arising from a similar procedure provided for in national legislation or regulations;

b) Convicted of an offence concerning their professional conduct by a judgment which has the force of res judiciata;

c) Failed to fulfill obligations relating to the payment of social contributions or the payment of taxes

In accordance with the legal provisions of the country in which they are established, or of Sweden. Applicants shall produce a extract from the juridical record or, failing that, of an equivalent document issued by a competent judicial or administrative authority in the country of establishment showing that the company is not convicted of participation in a criminal organization, corruption, fraud, money laundering. In case that the applicant is a group of companies (e. g. a consortium, cooperation, partnership) the information must be given for each of the participating companies. Authority declarations must not be older than 6 months at the date of the applicant's submission of the pre-qualification application. The Contracting Authority reserves the right to verify.

Any information provided and requires that applicants consent to the release of any and all information from any contracting entity. Applicants will be excluded from participation in the tender if the above documentation and information is not provided or if they are guilty of misrepresentation in supplying the information and information required by the Contracting Authority or if they have been guilty of grave professional misconduct proven by any means which the Contracting Authority can justify.

Ekonomisk och finansiell ställning:

Applicants must provide annual accounts on group level for the last 3 financial years. If annual accounts are not available, an accountant declaration or equivalent documentation providing, as a minimum, information on the past 3 years about the applicant's:

(I) Overall turnover;

(II) Turnover achieved on assignments comparable to the present contract, and

(III) Net capital.

In case the applicant is a group of companies, the information must be given for each of the participating companies.

Teknisk och yrkesmässig förmåga:

Applicants shall provide documentation of:

a) Their quality assurance system;

b) Overall staff number and number of persons with the pertinent area of expertise;

c) Available resources such as machinery, production facilities, workshops etc. relevant for this contract. In case the applicant is a group of companies, the information shall be provided for each of the participating companies;

d) To what extent subcontractors will be will be involved in the delivery of key components and

e) Reference projects similar to the present contract during the last 5 years.

In case the applicant is a group of economic operators (e.g. a consortium, cooperation, partnership) the information above must be given for each of the participating operators and the applicant (the group) will be evaluated as a whole regarding the said requirements.

If the Applicant relies on the capacities of other legal entities (e.g. a partner), the Applicant must prove that the Applicant has at his disposal the resources necessary, for instance by a letter of reliance which document that the Applicant can rely on the capacities of the other legal entities in this respect.
