This notice is about pre-qualification for lot A11 heat pumps for condensate cooling for Brista 1 & 2. Brista 2 is a planned combined heat and power facility in Märsta, Sweden with an expected incineration capacity of 240 000 tonnes of waste per year. Brista 2 is planned to be placed next to Brista 1, which is an existing biomass to energy facility.
Lot A11 heat pumps for condensate cooling includes:
— Delivery of heat pumps,
— Installation of heat pumps,
— Assistance with the commissioning of heat pumps.
The lot does not include cables for connecting to power and control and does not include piping.
Lot 11 "Condensate cooling" is further divided into 2 lots:
— Lot 11.1: main heat pumps,
— Lot 11.2: flue gas condensate (FGC) chillers.
A supplier may apply for pre-qualification for one of the lots but may also apply for both lots.
A separate application for pre-qualification shall be submitted for each lot, but several requests can be grouped in the same shipment and binders.

The heat pumps are the main components of the common heat recovery system for the Brista 1 and 2. Heat is recovered i. a. from the following sources at both plants: turbines and generators, frequency converters, heat exchangers for cooling of flue gas condensate. The overall cooling power is of the order 5,0 MW and the energy shall be transferred to the district heating system of Brista 1 & 2. The heat pumps shall be compression heat pumps. Only refrigerants with zero ozone depletion potential and low global warming potential are eligible.Lot 11 "Condensate cooling" is divided into 2 lots:— Lot 11.1: main heat pumps and— Lot 11.2: flue gas condensate (FGC) chillers.The following specifications apply for the main heat pumps:— Cold side temperatures: 25/40(45)°C; medium: water,— Warm side temperatures: 50...60/60...70°C; medium: water,— Supply voltage: 690 kW,— 50 % back-up capacity.It is anticipated that a total of 3 – 6 individual heat pump units will be installed.The FGC chillers shall be coupled in cascade with the main heat pumps. (1) The Contracting Authority intends to invite a maximum of 5 applicants to the tender; (2) An application for pre-qualification is asked to be sent in 1 original document in hard copy, 1 copies of the original and 1 electronic copy; (3) In order to be taken into consideration, the applicant must demonstrate acceptable technical capacities with respect to section III.2.3; (4) Reduction of the number of applicants who meet the minimum requirements in section VI.3 (3) (if the minimum requirements are met by more than 5 applicants) will take place on the basis of: (i) applicants with the most relevant references (cf. section III.2.3); (ii) overall technical capacities demonstrated (cf. section III.2.3), and (iii) the highest turnover. In addition to these criteria, the Contracting Authority will take into account how the best possible competition for the contract put up for tender can be established; (5) Submittal of the tender material as well as the award of the contract is subject to approval by the board of the Contracting Authority; (6) The Contracting Authority points out that the programme language is English and the contract is written in English, however, some documents may need to be in Swedish.

Behörighet att utöva yrkesverksamheten:
Applicants shall be legal registered companies and must provide evidence of registration in a trade or professional register in the applicants’ country of origin. In addition to this, the applicants must describe applicants’ organization, including company structure and ownership.

Applicants must provide a declaration from a competent authority confirming that they have/are not:
a) Bankrupt or being wound up, or are in any analogous situation arising from a similar procedure provided for in national legislation or regulations;
b) Convicted of an offence concerning their professional conduct by a judgment which has the force of res judicata;
c) Fulfilled obligations relating to the payment of social security contributions or the payment of taxes in accordance with the legal provisions of the country in which they are established or of Sweden.
Applicants shall produce an extract from the "judicial record" or, failing that, of an equivalent document issued by a competent judicial or administrative authority in the country of establishment showing that the company are not convicted of participation in a criminal organization, corruption, fraud, money laundering.

In case the applicant is a group of economic operators (e.g. a consortium, co-operation, partnership) the information above must be given for each of the participating operators.
Authority declarations may not be older than 6 month at the date for the applicant’s submission of the pre-qualification application.
The Contracting Authority reserves the right to verify any information provided and requires that applicants consent to the release of any and all information from any contracting entity.
Applicants will be excluded from participation in the tender if the above information and documentation is not provided or if they are guilty of misrepresentation in supplying the information and documentation required by the Contracting Authority or if they have been guilty of grave professional misconduct proven by any means which the Contracting Authority can justify.

Ekonomisk och finansiell ställning:
Applicants must provide annual accounts on group level for the last 3 financial years available;
If annual accounts are not available, an accountant declaration or equivalent documentation providing, as a minimum, information for the last 3 financial years available on the applicant's:
(i) overall turnover;
(ii) turnover achieved on assignments similar or comparable to this contract and
(iii) net capital.
In case the applicant is a group of economic operators (e.g. a consortium, co-operation, partnership) the information must be given for each of the participating operators.
Teknisk och yrkesmässig förmåga:
Applicants must provide documentation of:
a) Quality assurance system;
b) Overview of staff and number of persons within the pertinent areas of expertise;
c) Overview of available resources such as machinery, production facilities work-shops etc. relevant for this contract;
d) How and how much subcontractors will be used in the delivery of key components;
e) Documentation of reference projects the last 5 years relevant to this contract.
In case the applicant is a group of economic operators (e.g. a consortium, co-operation, partnership) the information above must be given for each of the participating operators and the applicant (the group) will be evaluated as a whole regarding the said requirements.

If the applicant relies on the capacities of other legal entities (e.g. a partner), the applicant must prove that the applicant has at his disposal the resources necessary, for instance by a letter of reliance which document that the applicant can rely on the capacities of the other legal entities in this respect.
