1: The supplier shall fulfill the following requirements according to the act of public procurement, SFS 2007:1092 chapter 10 §3:

A, is not bankrupt or being wound up, his affairs are not being administred by the court, he has not entered into an arrangement with his creditors, he has not suspended payments, or he is not subject to an injunction against carrying on business,

B, is not the subject of proceedings for a declaration of bankruptcy, for an order for compulsory winding up or administration by court or for an arrangement with creditors or similar proceedings,

C, has not been convicted of an offence concerning his professional conduct D, has not been quilty of grave professional misconduct E, has fulfilled obligations relating to the payment of social insurance fees or taxes in the country in which he is established or the country in which the procurement takes place,

F, has not in some essential way deliberately not given requested information or deliberately given the wrong information that is requested according to this law.

Ekonomisk och finansiell ställning:

3: Adequate financial and economical strength in relation to the scope of the contract. Fortum reserves the right to make a creditcontrol of the tenderer.

The following information shall be attached to the application to participate:

1. Company registration certificate, or similar 2. Certificate evidencing payment of taxes and social security contributions. Information shall not be older than 3 months.

3. Annual financial report for the last 2 years. Minimum turnover should be approx. 35 MSEK and minimum number of employees should be 20.

A tenderer affiliated to Sellihca does not need to enclosure means of proof for legal and economic reports.

Teknisk och yrkesmässig förmåga:

The following information shall be attached to the application to participate:

Detailed descriptions of adequate experience in performing this type of work. The description shall contain a list over relevant delivered projects with a description of the delivered systems and the supplier's role in them, order value, delivery lead time from date of order to date of final delivery, whether the systems handled production optimization and simulation off and online as well as heat distribution optimization and simulation off and online with possibility for designing distribution networks.

The supplier must be able to show that the IT-solution can handle complex energy production- and heat distribution system, meaning multiple heat distribution networks connected to each other with many production plants and boilers, heat accumulators, heat pumps and load points. Heat energy delivered from plants up to 7 000 GWh/year per network.

Also attached must be the licens model and a description of the base functionality and extra modules connected to the licens model.
