Behörighet att utöva yrkesverksamheten:

Tenderers and any subcontractors must not be subject to any of the following grounds for exclusion:

i. natural persons authorized to act for and on behalf of the company or organization are subject of a conviction by final judgement for one or more reasons listed in Chapter 10, Section 1 of the Public Procurement Act (2007:1091), regarding participation in a criminal organization, corruption, fraud or money laundering,

ii. the company or organization is bankrupt or is being wound up, is under compulsory administration or is the subject of a composition or has indefinitely stopped its payments or is the subject to a prohibition on conducting business or is the subject of proceedings for a declaration of bankruptcy, for an order for compulsory winding up or administration by the court or composition or any other similar proceedings,

iii. natural persons authorized to act for and on behalf of the company or organization have been convicted by a judgement which has the force of res judicata for an offence relating to professional practice,

iv. natural persons authorized to act for and on behalf of the company or organization have been guilty of grave professional misconduct,

v. the company or organization has not fulfilled its obligations relating to social insurance charges or tax in its own country or in the country where the procurement is being conducted,

vi. the company or organization has provided complete and correct information and has not omitted information of importance for the evaluation of the tender.

For items (i-vi) Tenderers and occurring subcontractors must each duly sign and submit a Statement on oath in Exhibit 1, Tender Form, to confirm that this requirement is met. The Statement on Oath regarding subcontractors may be multiplied if necessary.

RPS will control that the Tenderer and occurring subcontractors have fulfilled their obligations relating to social insurance charges and taxes in Sweden by contacting the competent Swedish authority.

In case that the Tenderer and occurring subcontractors are required to be registered in a commercial register, the Tenderer and occurring subcontractors must each be registered in such a commercial register.

Ekonomisk och finansiell ställning:

RPS will conduct an individual assessment of each Tenderer’s financial strength, with the purpose of determining whether the Tenderer is able to fulfil the obligations set out in the Contract which the RPS intends to award.

Tenderer must submit an extract from a credit rating institute, such as Dun and Bradstreet (D&B) or Upplysningscentralen AB (UC) or equivalent, to confirm that this requirement is met. If the credit worthiness rating is lesser than “credit worthy” (i.e. lesser than A in accordance with the D&B scale and lesser than 3 in accordance with the UC scale) additional documentation must be presented to confirm that this requirement is satisfied, such as:

— copy of the annual financial report and balance sheet; and/or,

— a warrant, issued by the Tenderer’s parent company that meets the requirement set out above, or other warrantor, such as a bank or equivalent institute, in which the fulfillment of the obligations set out in the framework agreement is warranted.

The requested documentation in this section must not, with the exception for an annual financial report which must cover the preceding financial year, be more than three (3) months old computed from the last date for submission of tenders.

Lägsta nivå(er) på standarder:

Tenderer must have such a financial strength; stability and liquidity that the Tenderer is able to fulfil the obligations set out in the Contract for its entire duration, including any extension.

Teknisk och yrkesmässig förmåga:

Tenderers must for each assignment submit information on;

— the scope of the assignment,

— when the assignment was performed,

— the name of the procurer/buyer, and,

— the name of the contact person and that person’s contact information.

RPS will in order to determine whether or not this requirement is met ask questions to those contact persons that the Tenderer has stated in the reference assignments.

Lägsta nivå(er) på standarder:

Tenderers must submit three (3) reference cases relating to assignments that have been performed within previous three (3) years computed from the last date for submission of tenders. In each of the assignments the Tenderer must have performed shipping, installation, testing, file conversion of a system that includes the following functions; tenprint entry and searches and latent entry and searches. In each of the assignments the Tenderer must also have performed training of the buyer’s personnel.

Tenderer must have adequate professional skills for the assignment, which is covered by the framework contract.

Kontraktets fullgörande
Andra särskilda villkor:

Tenderers shall state the delivery period for AFIS in Exhibit 5, Project Plan, which will be incorporated into the contract. The delivery period shall not in any case exceed a total of twelve (12) months.

According to regulation (SFS 2006:260) on anti-discrimination conditions in public procurement contracts RPS is obligated to in an awarded contract concerning building enterprises or a service, state conditions whose purpose is to counteract discrimination within the providers organization, if the contract a) has a contract period of eight (8) months or more, and b) has a calculated value of at least 750 000 SEK.

RPS is according to the above mentioned regulation also obligated to combine these conditions with a sanction and verify that the provider complies with the conditions.

Due to this obligation RPS has in Section 27, Prohibition of discrimination in Exhibit 3, Contract basis, introduced a specific contract term that the Tenderer must accept.

A duly signed and submitted Statement on oath in Exhibit 1, Tender Form, is valid as accept of the specific contract term.
