The core activity of the research group of T. Jesper Jacobsson is materials for thin film optoelectronic applications, such as solar cells and LEDs. The material system we primarily are focusing on is hybrid perovskites, which is a large class of materials with highly interesting properties for solar cell optoelectronic devices such as solar cells. Experimental materials science is dominated by manual procedures and artisanal sample preparation. This leads to low throughput, slow turnover rates, and large batch-to-batch variations. One way to improve both the quality and the quantity of research produced is to a much higher degree utilise lab automation. Automation brings many benefits. Speed and higher throughput are two. Others are increased reproducibility, higher data quality, and systematic collection of additional data like timing, temperature, humidity, etc. Furthermore, automated data logging facilitates generation of highly structured machine-readable datasets with comprehensive metadata. A well-designed system for automated synthesis and characterisation of perovskite samples should be able to increase the sample throughput with between one and two orders of magnitude compared to the artisanal and sequential experimentation that still is the norm in the perovskite community. A robot system would also increase the data quality by reducing much of the human variability introduced during for example spin-coating, but also by accurate and automatic logging of adjustable parameters and environmental variables. The main research focus of the group is exploring how to utilise automated high-throughput experimentation together with machine learning for accelerated development of new functional materials. A central component in this research strategy is to have access to a robot platform for high-throughput synthesis and characterisation with functionality that can handle the routines and challenges involved when studying materials for thin film optoelectronics. Our expertise is not in robotics. We do not have the interest, time, competence, or manpower to build and program a robot platform directly from parts that can do what we want it to do. We instead want to buy a complete, integrated, and tested system, capable of fulfilling our current need, but which also is modular and extendable to grow in line with anticipated future needs and resources. If we do that, we can directly start to focus on the research questions we interested in which us to generate data of a quantity and a quality that we only can achieve with an integrated robot system. We have gotten a grant from Åforsk to buy a robot platform for this purpose. In other grants we currently are writing, access to such a platform is also a central component in the research strategy. A more detailed description of the procurement object and the requirements is presented in chapter 3. The purchase will hereinafter be called System. Tenderers must submit a tender including all aspects of specified requirements. A contract will be signed with one (1) supplier.

2.5.2 Economic and financial standing: 2.5.2 Economic and financial standing The supplier must have such a sufficient and stable economic and financial standing so that the assignment of reasonable probability can be made without risk of disruption due to financial problems. As proof that the requirement for economic and financial standing is fulfilled by the supplier, or any company that the supplier relies on, LiU will collect information on financial stability, creditworthiness and ability to pay via Upplysningscentralen (UC). UC:s creditworthiness scale is a risk assessment based on the probability that a company will end up insolvent (bankruptcy, foreclosure or corporate restructuring) within a year. The scale ranges from 1 – 5 where 1 is the highest rated risk for insolvency and 5 is the lowest rated risk for insolvency. The requirement means that the supplier must have a risk assessment of at least 3 according to UC's scale. LiU recommends that the supplier checks its risk assessment at UC prior to submission of tender, if possible, to determine if the requirement needs to be confirmed in an alternative way. Alternative ways to meet the requirement If the supplier is not given a risk assessment by UC, or for other acceptable reasons does not meet the requirements for rating, the requirement can be met in an alternative way. LiU does not provide for this to be done on any specific way. It is up to the supplier, at the request of LiU, to provide sufficient information. Information that can be evidence of a strong and stable economic and financial standing may be, for example: Certificates from another credit reporting company • A certified balance sheet and income statement covering at least three (3) of the last six (6) months from the last tender date • A certificate from auditor • A parent company guarantee.

2.5.3.2.1 References: The supplier must have experience of similar assignments requested in this procurement. The supplier must be able to show proof that the system has been used to synthesize and characterize hybrid perovskites with good optoelectronic quality, to at least one (1) previous customer. Reference assignments must relate to external assignments. Internal assignments at tendering companies must not be submitted as reference assignments. The supplier must specify which deliveries they have made in the last three years (calculated from the closing date of tenders). Start-up businesses A supplier who cannot submit reference assignments due to the start-up of the business can show that the requested experience and competence are met by a description verifying that persons in senior management have similar experience gained in previous assignments. In such cases, the supplier must describe how the supplier meets the requirement and can deliver similar capacity as described. Verifying information about references/previous assignments LiU may contact the referent to verify the reference. To demonstrate this, the supplier must, at LiU's request, submit the following information: Reference customer name • Contact person with contact details • Time period for the assignment • Description of the assignment.
