The Department of Physics, Chemistry and Biology (IFM) at Linköping university is procuring a laser scribing system that is going to be used to create in-series connection in large-area perovskite solar modules. The laser scribing system must realize P1/P2/P3/P4 patterning for perovskite solar module fabrication.

Economic and financial standing: The supplier must have such a sufficient and stable economic and financial standing so that the assignment of reasonable probability can be made without risk of disruption due to financial problems. As proof that the requirement for economic and financial standing is fulfilled by the supplier, or any company that the supplier relies on, LiU will collect information on financial stability, creditworthiness and ability to pay via Upplysningscentralen (UC). UC:s creditworthiness scale is a risk assessment based on the probability that a company will end up insolvent (bankruptcy, foreclosure or corporate restructuring) within a year. The scale ranges from 1 – 5 where 1 is the highest rated risk for insolvency and 5 is the lowest rated risk for insolvency. The requirement means that the supplier must have a risk assessment of at least 3 according to UC's scale. LiU recommends that the supplier checks its risk assessment at UC prior to submission of tender, if possible, to determine if the requirement needs to be confirmed in an alternative way. Alternative ways to meet the requirement If the supplier is not given a risk assessment by UC, or for other acceptable reasons does not meet the requirements for rating, the requirement can be met in an alternative way. LiU does not require this to be done in any specific way. It is up to the supplier, at the request of LiU, to provide sufficient information. Information that can be evidence of a strong and stable economic and financial standing may be, for example: • Certificates from another credit reporting company • A certified balance sheet and income statement covering at least three (3) of the last six (6) months from the last tender date • A certificate from auditor • A parent company guarantee.

Trade registration: The supplier and any companies whose capacity is relied upon must be registered in a company-, trade- or association register or equivalent register in the country where the Supplier's business is established. The supplier certifies by submitting a tender that the requirement is met.

Experience and competence: The supplier must have the necessary human and technical resources as well as the experience necessary for the assignment to be fulfilled in accordance with a professional execution. The technical and professional ability required is stated below. The supplier must have experience of one (1) similar assignment as requested in this procurement. The reference assignment must relate to an external assignment. Internal assignments at tendering companies must not be submitted as reference assignment. An assignment carried out for LiU is not accepted as reference assignment. The reference assignment must not be older than three (3) years from the last tender date. A reference assignment may be ongoing provided that it has been ongoing for at least six (6) months from the last tender date. The supplier specifies the name of the contracting organization, a description of the assignment, time period and contact information to the reference person (including telephone and email) to enable the control of the specified reference assignments. Verifying information about references/previous assignments LiU may contact the referent to verify the reference. To demonstrate this, the supplier must, at LiU's request, submit the following information: • Reference customer name • Contact person with contact details • Time period for the assignment • A description of the assignment.

Beskrivning av uteslutningsgrunder:

Mandatory exclusion A supplier will be excluded from participating in the procurement if any of the following grounds for exclusion apply to the supplier, as defined in chapter 13 section 1 in The Public Procurement Act (2016:1145): 1. The supplier is a member of a criminal organization. 2. The supplier is convicted of crimes involving bribery, corruption. 3. The supplier is convicted of crimes involving fraud. 4. The supplier is convicted of crimes involving money laundering, terrorist financing. 5. The supplier is convicted of crimes involving terrorist offenses. 6. The supplier is convicted of a crime if it involves human trafficking. As proof that none of the mandatory grounds for exclusion exist, the supplier must upon request from LiU, submit a certificate of proof called the Declaration of Truth. The declaration must be signed by an eligible representative for the supplier.

As proof that none of the voluntary grounds for exclusion exist, the supplier must certify that voluntary grounds for exclusion in accordance with chapter 13, section 3 in The Public Procurement Act (2016:1145) does not exist.

Unpaid taxes and social security contributions A supplier will be excluded from participating in the procurement if the supplier has not fulfilled his obligations regarding payment of taxes or social security contributions, in accordance with chapter 13 section 2 in The Public Procurement Act (2016:1145). Furthermore, the supplier must: Be registered for VAT if there is an obligation to register Be approved for F/FA tax, provided that the supplier can obtain approval in accordance with applicable tax rules (the requirement can also be considered fulfilled if the supplier has applied for approval for F/FA tax but has not yet received approval) Not have incurred liabilities for social security contributions or taxes in Sweden, or in the home country, which led to the debt being registered with the Swedish Enforcement Authority or the corresponding authority in the home country (the requirement does not apply to such debts relating to negligible amounts on an occasional basis). As proof that the requirements in accordance with this paragraph are met, LiU will collect the information from the Swedish Tax Agency and the Credit Assistance Company. In case information is not available for LiU to obtain, the supplier must submit the information, at the request of LiU. For suppliers who have applied for F/FA tax approval but have not yet received approval, LiU will request a copy of the F/FA tax application. The above information can also be collected, if necessary, for subcontractors/subcontractors.
