The call for tenders comprises insurance services related to the construction of the European Spallation Source Project.
The European Spallation Source is one of the largest science and technology infrastructure projects being built today. The facility design and construction includes a linear proton accelerator, a heavy-metal target station, a large array of state-of-the-art neutron instruments, a suite of laboratories, and a supercomputing data management and software development center. In the context of its history and future as a scientific organisation, it is however more than an advanced research tool. It is a brand new organisation, being built from the ground up.
The European Spallation Source is a pan-European project. It will be built by at least 17 European countries, with Sweden and Denmark as host nations. The ESS facility will be built in Lund, whilst the ESS Data Management and Software Centre Centre will be located in Copenhagen. Around two to three thousand guest researchers will carry out experiments at ESS each year.
Construction is planned to be executed in the period 2014 – 2025 and the construction budget is estimated to 1843 mEUR.
The scope of work for the insurance services is to insure the construction phase followed by a defects liability period for Construction 'All Risks' and Erection 'All Risks', and Public Liability (and Excess Public Liability).
Tenderers will be requested to provide firm pricing rates for the Construction 'All Risks' and Public Liability (and Excess Public Liability) sections of the policy wording based on the underwriting information submission.
For the Erection 'All Risks' section of the policy wording, Tenderers will be requested to provide a maximum pricing rate based on the current information available provided in the underwriting information submission, as some of the details relating to the Machine and Science sub-projects of ESS will not be finalised by the time of this tender. When the final details and description of the works and installations are available during the period of insurance, the successful Tenderer(s) will be asked to provide their actual policy rate (but no greater than the maximum pricing rate).

Interested tendering Insurers who comply with the minimum economic and financial capacity in the PQQ and as per III.2.2) will be invited to participate in the tender and receive the ITT (Invitation to Tender). It is expected that some of the insurance contracts will exceed the applicant's own capacity. Therefore the contracting authority intends to control the placement of all facultative (re)insurance for these lines of insurance and the successful bidder(s) will be asked to lead these insurances within their own capacity setting the rates and terms and conditions and providing the insurance services.
