Financial Strength
A Tenderer shall have the financial strength, stability and liquidity to finance the contractual undertakings throughout the agreement period. Transportstyrelsen will check that these requirements are fulfilled regarding Tenderers that are registered in Sweden by contacting a credit rating institute (Upplysningscentralen, UC) and make sure that theTenderer receives at least rating 3 (A or moderate/low risk).

Tenderers that are not registered in Sweden shall:
— Enclose a credit rating report or equivalent showing that the Tenderer has sufficient financial strength for the project as described above.
Audit Certificate
A Tenderer shall demonstrate, by submitting an audit certificate attesting to the truth and fairness of the annual accounts over the most recently completed financial year, or a comparable document from the country of origin, that the certificate contains no so-called continuity clause, restriction in regard to long-term continuation of company activities, disclaimer of opinion and/or rejection (or comparable opinion in the country of origin).

Company description
The Tenderer shall have the organisation and resources to ensure that the terms of the agreement can be fulfilled during the entire agreement period.
Reference projects
The Tenderer shall enclose information about three (3) Reference Projects according to the requirements below. Reference projects 1-3 shall be three different Projects.
Reference Projects shall be completed by the Tenderer and all referees shall be employed by the Reference Company. Reference Projects completed by another Company or a third party is not acceptable.
Reference project 1
The Tenderer shall be active in the ALPR market and be able to identify country codes out of license plate numbers. One (1) customized ALPR Engine project that identifies the license plate number of a vehicle as well as the country code that is determined out of the license plate number, reading at least 500 000 number of strings consisting of six (6) characters or more a day The project must have passed the Acceptance Test, on a new project, since 1.7.2013 till 1.5.2014 (the Acceptance Test within a maintenance program or equivalent does not count).

Reference project 2
TheTenderershall prove its ability to deliver customized OCR solutions during a short period of time since Transportstyrelsen expects the STA ALPR Engine to be used in production environment not later than 1.1.2015 One (1) customized OCR project with turnaround of maximum 12 weeks from contract to the passing of Acceptance Test or use in production environment.

Reference project 3
The Tenderershall prove its ability to deliver high volume customized OCR solutions since the National Congestion Tax System is expected to read at least 2 500 000 strings a day, consisting of six (6) characters or more
One (1) customized OCR project reading at least 2 500 000 strings a day, consisting of six (6) characters or more.
Research and development
TheTenderer shall play an active role collaborating with academic institutions regarding research and development of Pattern Recognition and Computer Vision, in order to support innovation and the use of cutting edge technology that will benefit the STA ALPR Engine.

Quality Assurance
The Tenderershall exercise a quality management system to ensure that requirements of the contract are met throughout the agreement.
The quality management system shall include but not be limited to:
— Quality control in the form of systems for deviation.
— Quality management, in the form of documented procedures.
— Quality assurance, in the form of measurable objectives that are monitored.
— Quality development, in terms of evaluation and improvement.
