The object of the contract is car rental in the most economically advantageous and efficient way for Vattenfall in Sweden and Germany and rentals for outbound travel especially in all countries where Vattenfall is located: Poland, The Netherlands, Finland and Denmark (and if applicable also: Belgium, Norway, France and United Kingdom). This includes the provision of all relevant rental services (e.g. advice, information, reservation or booking, services that are relevant for billing, reporting).
The intention is to conclude a frame contract with a maximum of 2 suppliers: that could for instance be one supplier with prime focus on the German market (lot 2) and one supplier with focus on the Swedish market (lot 1) or, only one supplier for all markets.

1. The applicants have to note that the submission to tender has to be signed legally effective and that all explanations and proofs stated in the contract notice must be fully attached. A reference to former applications is not sufficient. Submissions to tender which do not contain the required explanations and proofs can be excluded. The awarding office reserves the right - without being obliged to or that the applicants are entitled to - to put in an additional demand for explanations and proofs; 2. Foreign applicants must present the corresponding register statements, proofs, certificates and explanations according to the legal rules of the state the company is located in; 3. The submissions to tender have to be sent in duplicate, in the English language. The forwarding has to be effected in written form (Documents must be sent in before final deadline at the address mentioned under Annex AIII - the forwarding via Telefax or in electronic form, i. e. via e-mail, is not sufficient); 4. The awarding office rejects at the possibility that after evaluation of the quotations, considering the criteria, the awarding office can already decide to exclude the respective bidder of further tender (negotiations); 5. A contract period of at least 3 years is planned. There will be an option provided for the prolongation of twice one year.

With the submission to tender the applicant has to prove in a suitable and comprehensible way in English the abidance of the following requirements:

1. Entry in Trade Register (or similar authority);

2. Written declaration of the following: we declare that we meet our obligations to pay taxes, social insurance of employees, dues and national insurance contributions accordingly.

In case the applicant for proof of performance within the participation contest wants to resort of third party/subcontractors he has also present the above mentioned declarations and proofs related to the third party/subcontractors.

Ekonomisk och finansiell ställning:

1. The applicant shall have the reputable and healthy financial standing necessary to execute the contract with the corresponding risk profile and is in a position to provide for all required financial guarantees. For this purpose in any case Vattenfall will perform a credit check for every applicant as part of the selection process which may lead to exclusion from further participation, if not adequate financial standing can be proven based on information provided. The applicant has to upload (send) a signed statement issued by a highly reputed financial institution (e.g. D&B or other) on the liquidity, solvency and profitability of the applicant, that demonstrate that the financial strength of the applicant is such that he is capable of executing the required business;

2. Turnover of the company of the past 2 years (audited and consolidated annual reports), as far as it concerns delivery and services that are comparable with the awarding delivery and services. The awarding office reserves the right to request additional proofs regarding economic and financial performances in case of possible concern;

3. Negative declaration for following fact: issuance or applied issuance of insolvency proceedings or a comparable legally regulated proceeding concerning the property of the applicant or dismissal of this petition for lack of sufficient assets, instituted liquidation of the company, demonstrably committed serious breach of the applicant.

Teknisk och yrkesmässig förmåga:

1. Evidence of own local rental-offices (stations) in each of the following countries: Sweden, Germany, Poland, The Netherlands, Belgium, Finland, Denmark, Norway, France, United Kingdom, Austria and Switzerland;

2. Declaration about guaranteed car-rental-possibility in: Berlin (DE), Hamburg (DE), Cottbus (DE), Stockholm (SE), Gothenburg (SE), Amsterdam (NL), Copenhagen (DK), Helsinki (FI); additional declaration for lot 1 about guaranteed car-rental-possibility in: area Trollhättan and area Sundsvall (SE);

3. Acceptance of payment for all bookings made in Germany via AirPlus Company Account (minimum requirement for LOT2) and in Sweden via First Card Company Cards/Mastercard (minimum requirement for lot 1);

4. International (global) and local report can be delivered with the following minimum-data: turnover (global, per country, per company, per rental office and per car-category), number of rental days and number of rentals (global, per country, per company, per rental-office and per car-category), kilometer (global, per country and per company), fueling costs (per rental), ancillary fees (per rental);

5. Evidence of availability of an own working Online-Booking-System that includes the corporate rates for Vattenfall and can be integrated in Vattenfalls Intranet;

6. Declaration about provision of a car-pool-solution at Vattenfall Forsmark and Vattenfall Ringhals (Sweden), on-site (minimum requirement for lot 1).

7. Acceptance of code of conduct as follow: Vattenfall conducts business in accordance with its code of conduct which contains the 10 UN Global Compact principles (the "Principles") [1]. It is a condition of the agreement that the rental car company and its affiliate(s) has to agree to perform their obligations hereunder in accordance with the Principles and Client’s Code of Conduct for suppliers. The rental car company and its Affiliates agree that they shall use reasonable endeavours to ensure that their sub-contractors and sub-suppliers act in accordance with the principles in performance of this agreement.
